6. Clarification and possibly improvement of phytosanitary regulations regarding potato wart disease


The potato wart disease is caused by a dangerous harmful organism for potato production. The spread of the disease can be controlled by using resistant varieties of potato.

Present situation in the Russian Federation

New potato varieties are tested with regard to their resistance against potato wart disease before they are able to enter official variety registration trials. This testing lasts for 2 to 3 years.

As a result new varieties have to be tested for a total of 4 to 5 years before they can be commercialised. This procedure slows down the introduction of improved varieties for Russian agriculture. If the period of grace for novelty according to UPOV (4 years) has expired, protection of the variety is no longer possible.

Positions to be communicated

BDP asks for mutual recognition of the results of the testing of potato varieties regarding their resistance against potato wart disease between the Russian Federation and western European countries (e.g. Germany, Netherlands). By application of mutual recognition double testing can be avoided and the introduction of improved varieties will be accelerated.
